Section 2702 - The North Carolina Department of Insurance will procure the services of a contractor to assess whether health insurance insurers are in compliance with the provisions of Section 2702. North Carolina will contract with consultant(s) to assist with conducting a market analysis of the individual, small group and large group markets and actuarial and economic analysis of the health plans offered in the State to investigate ways to improve access to coverage, including access in underserved areas. The consultant(s) will also identify underserved areas and populations in the State, reasons and causes for the underserved, and possible or suggested remedies including any innovative ways to help/assist the estimated 208,000 low income adults in the State who are neither eligible for Medicaid nor subsidies under the Patient Protection and Affordable Care Act (PPACA).
